The Valley Center Community Plan Area is comprised of approximately 94 square miles in the unincorporated area of northern San Diego County. The boundaries of the Valley Center Community Plan Area are contiguous to the Fallbrook and Bonsall Community Plan Areas as well as the Pala-Pauma Subregioinal and North County Metropolitan Subregional Planning Areas located to the northeast and southeast, respectively. The primary access in to the community of Valley Center is via Valley Center Road (S-6), which serves as the main linkage between the city of Escondido and Valley Center. Interstate 15 borders the western portion of the Plan Area; however, the freeway does not lie within its boundaries.

The Valley Center Community Plan Area is characterized by its unique topographic features, its agricultural activities and its predominance of estate residential development. The Valley Center Community Planning Group welcomes and listens to public opinion at the monthly meetings that are held on the second Monday of each month at 7:00 p.m. in the basement of the Community Hall located at 28246 Lilac Road, next door to the fire station.  

Planning Group members review, research, and make recommendations to the County of San Diego concerning Project Planning, Land Development, and Code Compliance for the area of Valley Center.

Valley Center Road Corridor Concept Plan Hearings Update

The Valley Center Road Corridor Concept Plan (VCRCCP) does not include any proposed changes to the County General Plan or zoning. Therefore, California Government Code does not require a County Planning Commission hearing prior to County Board of Supervisors consideration of the project. The VCRCCP includes an accompanying Ordinance to integrate requirements into the County Regulatory Code. A two-step hearing process with the Board of Supervisors is required for adoption of the Ordinance, in order to provide a formal “second reading” of the Ordinance at a second hearing. The VCRCCP is tentatively scheduled for the two hearings with the Board of Supervisors on February 26 and March 12, 2025. An email notice will go out to the project email list when hearing dates are confirmed.

Draft Final Valley Center Road Corridor Concept Plan Public Review

The Draft Final Valley Center Road Corridor Concept Plan (VCRCCP) is now available for public review and comment from September 20, 2024, through October 20, 2024.  The component types by location in the Draft Final VCRCCP are based on the final recommendation from the Valley Center Community Planning Group (CPG) on February 12, 2024.
