PDS combines the land use processes that used to be divided among various County departments — Planning and Land Use, Public Works, and Parks & Recreation. This creates a seamless land use process that works efficiently, reduces customers’ costs and maintains the highest quality review standards. Planning & Development Services

https://www.valleycenter.com/articles/what-does-the-planning-group-do-anyway July 24, 2024 "The planning group is definitely a hybrid. A political entity with members elected directly by the citizens of the Valley Center. At the same time it is purely advisory to the county. At the same time the current supervisor for the Fifth District, Jim Desmond, pays a lot of attention to what it says. At the same time the organization functions as something very like the town council. No other entity serves this purpose since Valley Center is an unincorporated community without a city government." That means the group recommended a single roundabout for the Miller Road intersection." Valley Roadrunner

Simply put, the motion is a proposal; the question is in essence, “Shall the motion be adopted?”[i] It is a yes-or-no type of question, so members can vote “aye” or “no.”
